skills: optional rule-selector slot for the review engines - #948
Adds an optional rule-selector slot to the shared review, self-review and receive-review engines, so a pack can hand the reviewer only the written rules that apply to a diff, get a verdict per rule, and turn failed rules into findings. Unbound, the engines behave as before.
What changed
The slot (attachments/review/*/rule-selector.block.md, rule-verdicts.block.md)
Select: run the selector (json, then text) on the diff; a failed selector is a setup observation, never a hold; an empty selection skips every rule step
Verdicts: check the fenced verdict set, one repair on verdict-rounds:<depth> (limit 2), failed rules become Important or Minor findings, unanswered rules go in the Assessment
The rule text gets its own standard block in the dispatch body
Graphs
review: every path into dispatch_reviewer passes select_rules; failed rules join the draft before verify; the verify re-dispatch carries no rule text
self-review: select after the depth checks, failed rules before the draft
receive-review: select only; the adjudicator gets the rules as reference, with no verdict request
Also
Docs: props table, extending-a-pack, README contracts and include bodies, certification row
Bumps the plugin to 0.32.30
Follow-up
receive-review's revise after a handed plan skips select
stage-self-review's review run field could carry the unanswered-rules line
Verification
lib/skills/__tests__/rule-selector.test.ts compiles the real engines against an acme fixture pack, bound and unbound, and pins the graph edges. check-dot --short-ids is clean on every compiled engine, and certify passes on every touched root. A describe-only walk of the compiled review passed four scenarios: unbound, selector exits 1, reply with no verdict block, empty selection.
Reviews can optionally select written rules for assessment. Failed blocking rules appear as Important findings; failed advisory rules appear as Minor findings.
Review and self-review check rule verdicts and allow one repair attempt. Unanswered rules are noted in the review.
Receive-review can provide selected rules as reference during adjudication.
Bug Fixes
Reviews continue if rule selection fails or is unavailable. Rules without valid verdicts are not treated as failures.

Walkthrough
Adds an optional rule-selector@1 prop to review, self-review, and receive-review. Review and self-review check verdicts, allow one verdict repair, and convert failed rules into findings. Receive-review passes selected rules to the adjudicator as reference.
Defines selector and verdict fill formats, selection and verdict handling, dispatch inputs, and compilation checks for bound, unbound, and mismatched contracts.
Review verdict and finding flow plugins/mattstack/attachments/review/review/*
Routes review through rule selection, verdict checking, and a budgeted repair. Failed rules become findings, and remaining problems are recorded as unanswered rules.
Self-review verdict and finding flow plugins/mattstack/attachments/review/self-review/*
Adds rule selection before the repro decision, then checks and repairs verdicts before adding failed rules to the draft. Draft context includes unanswered rules when present.

Merge Risk: Low · up to 03766
Self-review can miss rules and review context for newly created untracked files; this is a bounded follow-up risk.
Security architecture risk: Low · up to 03766
The change is opt-in and preserves ordinary review behavior when disabled. Rule-derived findings use the existing verification path, and unanswered rules cannot become findings. No introduced security vulnerability was established, but the safety of configured commands and their validation behavior remains dependent on the adopting pack.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — A bound provider gains an explicit execution point in the review session's Bash context. Available credentials, filesystem authority and isolation are not established by these contracts, so maximum host, service or data-store exposure cannot be bounded from the supplied evidence.
Trust Boundaries and Controls
observed — The reviewed diff enters the selector as stdin, while command lines originate from the pack fill. Selected text then crosses into reviewer instructions verbatim. The engine checks basic JSON shape and fenced-block parsing, requests one verdict per selected ID, and delegates semantic validation to the pack command; those controls do not establish provider trust or sandboxing.
Resilience and Maintainability Implications
observed — The head routes receive-review revise back through select_rules. That step reuses an existing selection within the run, or selects when none exists; its output remains reference-only and does not authorize fixes or posting. The existing plan gate still decides those actions.
inferred — Self-review selection inherits the existing merge-base-to-working-tree review scope. Its git diff input excludes untracked files; that working-tree scope predates this PR, so the omission is not established as a newly introduced review blind spot.
