Two opt-in changes. Neither changes what any current caller does.

1. run-tests: 'true' now runs tests even when nuget-projects is empty

Problem: tests only run inside the nuget job, and that job's if requires inputs.nuget-projects != ''. A caller that sets run-tests: 'true' with no NuGet packages gets no tests and no warning.

Why it's needed now: Bitween-api is splitting releases/r10.0-develop from production (simplify9/Bitween-api#368). Develop must not publish NuGet packages, but it must keep running its unit and integration tests. Without this fix, Bitween needs a copy of the build and test job in its own workflow.

Change:

  • The nuget job also runs when run-tests == 'true'.
  • Pack and Push NuGet Package runs only when nuget-projects is set.
  • The tag job already accepts a skipped nuget job, and a failed test still blocks the tag, the same as for NuGet callers today.

Who it affects: I surveyed all callers on default branches through code search: 5 jobs in 4 repos (SW-Mtm-api, SW-Surl-api, Bitween-api ×2, Bitween-UI).

  • None sets run-tests: 'true' with an empty nuget-projects, so no existing caller starts running tests.
  • The one non-.NET caller, Bitween-UI, leaves run-tests at its default 'false'.

2. New rename-chart input (boolean, default false)

Problem: chart-name must equal Chart.yaml name:. To publish a develop build under a second name, such as bitween-develop, a repo needs a second chart directory. Both ways to make one are fragile:

  • A copy drifts from the production chart.
  • Symlinks create a trap: editing the "develop" values.yaml silently changes production's.

Change: with rename-chart: true, the checkpoint-1 mismatch becomes a ::notice, and Prepare Helm chart metadata sets Chart.yaml name: to chart-name before packaging. Every later step already uses chart-name. Without the flag, a mismatch still fails exactly as before.

Why it's worth it: one chart directory serves both names, so the develop and production charts cannot diverge.

Testing

  • actionlint passes.
  • I ran the Validate chart publish configuration, Prepare Helm chart metadata and Package Helm chart scripts locally, extracted from this branch with yq, against Bitween's chart (name: bitween):
    • rename-chart: true, chart-name: bitween-develop → bitween-develop-10.0.99.tgz, with name: bitween-develop inside.
    • rename-chart: false, chart-name: bitween-develop → fails with the existing "does not match Chart.yaml name" error.
    • rename-chart: false, chart-name: bitween → bitween-10.0.99.tgz, unchanged.
  • No permissions: change, so audit_caller_permissions.py isn't needed. README updated.

📝 Summary

Summary

  • run-tests: 'true' now runs the nuget job when nuget-projects is empty. The package and push step remains conditional on configured NuGet projects. Failed tests block tagging.
  • Added the boolean rename-chart input, defaulting to false. When enabled, the workflow accepts a mismatch and changes Chart.yaml’s name to chart-name before packaging. When disabled, a mismatch fails validation.
  • Updated the README with both input behaviors.

Risk: risk:medium. This reusable workflow changes test-job scheduling and can change the published Helm chart name when callers enable rename-chart.

Security-sensitive areas: CI/CD workflow execution and package publishing. No changes to permissions or secret handling are evident in the inspected changes.

Test coverage impact: The change adds a test-only workflow path and chart-renaming behavior. The PR objectives report actionlint and local chart-script checks passed; these results were not independently verified. Current review finding counts are unavailable.

Operational concerns: Callers that set rename-chart: true should confirm that the new chart name is intended for their registries and downstream consumers. No migration or rollback steps are specified.

Walkthrough

The reusable workflow now supports NuGet test runs without package projects and optional Helm chart renaming. The README and workflow input descriptions document both behaviors.

Changes

NuGet Test-Only Runs

Layer / File(s) Summary
NuGet job and publish conditions
.github/workflows/reusable-service-cicd.yml, README.md
The NuGet job can build and test when run-tests is enabled and nuget-projects is empty. The pack-and-push step runs only when NuGet projects are configured. The workflow and README describe these conditions.

Helm Chart Renaming

Layer / File(s) Summary
Chart-name validation and metadata preparation
.github/workflows/reusable-service-cicd.yml, README.md
The optional rename-chart input defaults to false. When enabled, validation permits a chart-name mismatch and metadata preparation sets Chart.yaml’s name to chart-name before packaging. The README documents the input.

Merge Risk: 🔵 Low · up to e9013

The optional test-only path may run code in a job with repository and package write permissions. Token access by that code is unverified, and no current caller is reported to enable the path, so the remaining concern is bounded but should be considered before broader use.

🔒 Security & Privacy | 🔵 Trivial | ⚖️ Poor tradeoff

Test-only run grants write permissions to the test job.

When nuget-projects is empty and run-tests is 'true', the nuget job runs dotnet-build. That action executes dependency and test code. The job still holds contents: write and packages: write (Lines 622-625). Checkout uses persist-credentials: false, so the git token is not persisted. The job-level GITHUB_TOKEN stays available to the action, though. This is acceptable for the existing publish path. For test-only runs, it is an unnecessary privilege. Consider a separate test job with contents: read, or split permissions.

Tested on real Actions. I called this branch from a throwaway Bitween-api workflow using the develop settings from simplify9/Bitween-api#370, with no deploy (run 38232305290):

  • rename-chart: true: charts/default (name: bitween) was packaged and published as bitween-develop-10.0.82.tgz to GHCR.
  • run-tests: 'true' with no nuget-projects: the nuget job ran. 748 unit tests and 708 integration tests passed. Pack and Push NuGet Package was skipped, and tag ran.

The first attempt failed in the build step with an MSBuild race (rpswa.dswa.cache.json ... used by another process in SW.Bitween.Web). The same error failed Bitween's nuget job on @main in runs #118, #136 and #140, before this PR existed, so it comes from Bitween's build and not from this change. A re-run of the failed job passed. The throwaway branch has been deleted.

rename-chart (simplify9/.github#189) publishes charts/default as bitween-develop, so develop and production ship from one Chart.yaml, one set of templates and one values.yaml and cannot drift. It replaces the symlinked charts/develop, whose own Chart.yaml could drift and whose values.yaml symlink let an edit meant for develop change production. The tests now run inside the shared pipeline (run-tests without nuget-projects, same PR), so develop-tests goes.
