release: compile changelog for 7.0.6

Compile CHANGELOG.md from the reviewed 7.0.6 release fragment so the signed release cut can extract its release notes. This deterministic release step changes only the generated changelog.

Validation: compiler parity passed; the extracted 7.0.6 release notes exactly match the reviewed source fragment; git diff --check passed. Source correction merged as #204.
