docs: close out the published 7.0.6 release

Summary

The public README and architecture handbook still described 7.0.6 as awaiting publication and retained review/delegation descriptions superseded by the released skills. This final documentation closeout records the published release, verified assets and installed-file evidence, and aligns those explanations with the behavior already shipped in #204.

The signed 7.0.6 release identifies fc8d66b3978dc1f2a177e9447b45915bb3486f84; its release workflow succeeded. Runtime 5.0.7 is unchanged. Provider-free checks from one control session are distinguished from fresh-session loading and inference. Claude qualification remains blocked by the observed organization subscription denial tracked in #162.

Scope and boundary

• Documentation-only alignment with already released behavior and observed release evidence; no changes to policy, skills, executable code, runtime, routing, permissions or release gates.
• No provider executor source, raw provider command, credential, private path, retired package or host preset is included.
• A unique changelog fragment records the closeout. Generated release history from #206 and the signed tag remain unchanged.
• Version metadata remains 7.0.6: this is the required post-publication documentation closeout, not a new package release.

Verification

• Skill and marketplace generation checks passed.
• All 251 repository tests and 461 script tests passed.
• Release consistency, active-tree and locally reachable-history public-export checks, secret scan, and whitespace validation passed.
• Changelog compilation preview passed without rewriting generated history.
• Primary reviewed the complete narrative diff against release, asset, maintenance-receipt and installation evidence. A bounded documentation audit was adjudicated; it is not presented as independent governance approval.

Review and post-condition

Tier 1: descriptive documentation only, with no new policy, authority or execution behavior. After merge, verify the exact merged tree, current-release pointers and unchanged signed tag/assets. Installation checks do not assert fresh-session loading or new Claude qualification.
