This PR migrates the package to the test item framework and modernizes the repository infrastructure:
@testitems with a TestItemRunner-basedtest/runtests.jljuliaci.yml); all PkgButler workflows and.jlpkgbutler.tomlare removed-DEV).gitignorecoversManifest.tomland test output filesAll 3 test items pass locally on Julia 1.12. Replaces the remaining PkgButler CI (including the butler-dev workflow variant) with the testitem workflow.
