ads: surface the Mobile Banner (320×50) size on the Monetize page - #97

Add the 320×50 mobile banner to the publisher size picker. It's already in the ad_slots.formats default and reads fine before </body>, so this is just the allowlist entry — the toggle button, copyable embed, and one-click install all come from the shared plumbing.
