First live scans came back failed: scan timed out with completed: 0. The two rows had sat queued ~68 min (backlog from before the sweep existed); when enqueued, the reconcile in the same pass saw created_at age > 15 min and instantly false-timed-out the jobs before the prober could run. Measure the timeout from job.timestamp instead.

sat 'queued' ~68 min before the sweep enqueued them, and the reconcile timed
them out immediately because it measured age from created_at. Measure from
job.timestamp so freshly-enqueued jobs get the full window.
