## IMP-014: qualified RC3 publication record (October 6, 2026)

Root owns `cli/release/plans/0.15.0-rc.3.json` and
`cli/release/plans/README.md` for the exact-source qualified unsigned prerelease
record only. Source1941a34 and native archives remain frozen; two authorized
MacARM live smoke attempts pass within the fresh USD20 reservation. No runtime,
workflow, stable/latest, default implementation or kernel promotion change.

## IMP-014: Linux credential escape-fixture publication repair

Root owns only `#[cfg(test)] mod tests` in
`cli/rust/crates/prose-runner-core/src/credential_store.rs` for the retained
PR47 Linux admission failure. Publish the fixture's observed descendantPID
before unrelated logging and validate a nonzero numericPID before procfs.
Preserve300ms/3s bounds and killed-or-zombie assertion. Production logic,
cleanup deadlines and frozen qualified RC3 binaries remain unchanged.
