server: render the read-only dashboard pages with topcoat

Ports home, builds, build and its log, evaluations, jobsets, channels, news, starred, caches, login and account from askama to Topcoat. Running evaluations count up and pull their progress from the server, and timestamps render in the viewer's timezone without any page script.

@amaanq the new age handler clamps limit to 1–200 and normalizes offset, you made evaluations_list a separately callable HTTP shard and it accepts both arguments without applying those. Since Topcoat's shard endpoints run independently of their parent page, so the page-level clamp does not protect this path and the evaluation shard bypasses the pagination limit
