The live shell rendered base.html through askama and split it at a marker. Topcoat pages now share a Rust document and access guard, and a denied signed-out viewer gets the private page with a 401.

The live shell rendered base.html through askama and split it at a marker. Topcoat pages now share a Rust document and access guard, and a denied signed-out viewer gets the private page with a 401. With shell.js gone, the queue's running timers tick on the server.
