Takes over #71 from @tamird, whose branch is on a fork of a fork, which the maintainer-edit permission does not reach. His commit is here unchanged, with master merged on top.

Two things added to it. The cibuildwheel<4 pin is dropped, since #73 dropped Python 3.8 and set requires-python to >=3.9, so there is nothing left for it to hold back. And PyPy is limited to the current version rather than all three cibuildwheel offers.

As tamird noted, the old QEMU matrix was hand-pinned and had drifted: cp311 was missing, so 17.0.x shipped no manylinux aarch64 wheel for it.

Build aarch64 wheels on a native GitHub Actions runner instead of maintaining a QEMU-based Python version matrix. This adds the missing Python 3.11 wheels and automatically covers future supported Python versions. Keep cibuildwheel below version 4 to preserve Python 3.8 wheel support.
