Adds windows-11-arm to the wheel matrix, the same one-line change as the Linux ARM64 runner in #76. Requested by @IvanaGyro in #71.

Stacked on #76, so retarget this to master once that lands. No PyPy here -- cibuildwheel has no win_arm64 PyPy build, so this is CPython only.

This is a target we have never built before, unlike Linux aarch64 which was already building under QEMU, so CI is the first evidence that it compiles.

windows-11-arm runners are free on public repos, same as ubuntu-24.04-arm.
