What this PR does / why we need it:
CLI Module: Updated cli/ to replace k14s/semver with carvel-dev/semver. Bumped the kapp-controller dependency in cli/go.mod to ensure kctrl utilizes the updated versioning logic.
Build Tooling: Updated hack/dependencies.yml to point to the latest kbld and vendir releases.
Vendoring: Synchronized vendor/ directories for both root and CLI modules.
