Adds CRT aware file suffix
Per config build dir
Out-of source build dir
Variant only CPPPATH
Precompiled header for MSVC

This PR relies on the following PRs being merged first:

OpenVicProject/OpenVic-Dataloader#105
OpenVicProject/scripts#33
