- 新增 workbuddy 模板（skill.md + README.md），skill 写入 ~/.workbuddy/skills/mex/SKILL.md（global）或 ./.workbuddy/skills/mex/SKILL.md（project） - services.integrate 的 SKILL_FILE_LAYOUT 改为按 agent 区分：workbuddy 的 base 本身就是 skill 根目录，skill 直接落 mex/SKILL.md（无 skills/skills 嵌套） - AgentName/AGENT_TARGETS/_SUPPORTED_AGENTS/_next_steps 同步支持 workbuddy - 测试覆盖 workbuddy 生成布局、占位符替换、global 目标目录（592 全绿）

背景
meX 需要接入 WorkBuddy。延续上一轮已合入的决策（ADR-12：skill 承载读写、不用 MCP、不做 hooks），
为 WorkBuddy 生成标准 SKILL.md，教其用 mex CLI 读写记忆。
改动
src/mex/integration/workbuddy/）：skill.md（标准 SKILL.md，frontmattername: mex+ description，正文六条规则：profile 加载背景 / search 时敏召回 / search 定向检索 /extract+add 即时写 / 写作原则 / 不频繁写，与 opencode 版一致）+ README.md（对接步骤）。
AgentName/AGENT_TARGETS增加 workbuddy：global →~/.workbuddy/skills，project →./.workbuddy/skills；SKILL_FILE_LAYOUT改为按 agent 区分的 dict——claude/opencode 落skills/mex/SKILL.md（base 为配置根目录），workbuddy 落
mex/SKILL.md（base 本身就是 skill 根目录，避免skills/skills嵌套）。_SUPPORTED_AGENTS/_next_steps支持 workbuddy。~/.workbuddy/skills/mex/SKILL.md）。验证
