* Apply the units before the common removelists, and let a build select
which ones it applies through UNITS, so a layer built on a parent does
not run a component's conf script a second time.
* Let a unit carry a removelist, applied after its conf script, and name
the build-time variables its conf script reads in a conf-vars file, so a
component is the same three phases as a makefile fragment of the shared
tree.
