Support LLVM.jl 10 (11.5.16) - #801

GPUArrays only uses LLVM.jl for the assume intrinsic. Import it explicitly: LLVM.jl 10 exports more from LLVM.Interop, and the only name GPUArrays needs works the same on 9.x and 10.x, so the compat can admit both.

Allows LLVM.jl 10 next to 9 on the 11.x series, which all GPU back-ends depend on. GPUArrays only uses
LLVM.Interop.assume, which didn't change. It's now imported explicitly, becauseLLVM.Interopexports more names in 10. The version is bumped to 11.5.16.This targets a new
release-11branch, created from c999805 (the last commit on main before the 12.0 changes). The same change for main is #802.Tested on Julia 1.10 and 1.12 with both LLVM.jl 9 and 10, and through the CUDA, OpenCL, oneAPI, Metal and AMDGPU test suites.
