busbar fleet pin moves to e1d3d8b09 (GetBusbar/busbar #199: plugin-release.yml publishes signed pre-releases for vX.Y.Z-dev.N tags from dev). Rendered by cargo xtask fleet render at that pin; Cargo.lock re-resolved for the busbar git rev only. ARCHITECT ruling Q-SO2: the shadow oracle stages each plugin's 1.6.0 dev pre-release for the binary under test. After this merges a vX.Y.Z-dev.1 tag is cut on dev.

busbar's plugins.yaml fleet pin moves to e1d3d8b09, which carries plugin-release.yml's signed
pre-release support (vX.Y.Z-dev.N from dev). Rendered by `cargo xtask fleet render`: .busbar-ref,
the busbar git revs (Cargo.toml + Cargo.lock), the reusable-workflow refs, release.yml's
`v*-dev.*` trigger, CONTRIBUTING layout text, .github/dependabot.yml.

Merged on 'no worse than dev' (ARCHITECT ruling Q-SO5): the only reds are the e2e tests load_and_exercise_sqlite_plugin_via_file_drop, install_sqlite_plugin_via_admin_api_and_verify_persistence (macOS + linux), which fail identically on dev (run 36957015709): busbar's root does not load a dropped-in store door plugin until WIRE-STORE. Pin-check, fmt/clippy/build and the unit tests pass.
