Give CHANGELOG and THIRD_PARTY a more polished layout - #20

CHANGELOG gets a centered header, a version overview table linking to each release, and callouts for the security releases and package requirements. THIRD_PARTY gets a component summary table and a section per component with its license text kept verbatim in a code block. It stays plain Markdown because it ships in the packages.
