IconController provide simple transparent way to load and use custom SVG icons

To load icon reference CC for your mod and add folder with custom ressourse type "CustomSVGIcon" to manifest

New icons will recieve id based on their filename without extention prefixed by @ symbol. For examlpe my_super_icon.svg will get @my_super_icon id, which can be used in json or get by code from DataManager.SvgCache
