Issue linkage

Part of #167 and #163.

Outcome

Makes the protected GP2 readiness screen explain the two live external blockers without exposing secrets or weakening any fail-closed behavior.

• preserves the safe Vercel AI Gateway status already returned by the server contract;
• distinguishes team/project access denial from a missing inference credential;
• tells the owner that a direct hosted provider is a valid fallback without silently selecting one;
• explains the CDP requirement as one approved server-only WSS endpoint plus optional bearer auth;
• distinguishes an unconfigured browser worker from a configured worker that failed the live CDP probe;
• keeps blocked durable opportunity work stopped until inference is genuinely healthy.

Scope boundary

No inference routing change, provider bypass, retry-policy change, capture implementation rewrite, database mutation, or GP2 acceptance claim. No Playwright.

Validation

• Diff limited to the readiness panel and its contract/UI regression test.
• Secret values remain server-only; the client only accepts allowlisted safe Gateway statuses.
• Existing owner-authenticated readiness endpoint remains the source of truth.
• Normal repository CI passes.
• Feature-branch Vercel record was CANCELED under the current suppression policy; no redundant READY preview was built.

Current external blockers

1. Vercel AI Gateway continues to require valid team/account authorization (or one configured direct hosted provider).
2. Production capture still requires an approved WSS CDP authority. Current SignalFlow transport already supports Authorization Bearer and therefore matches Cloudflare Browser Rendering's direct CDP contract without an adapter rewrite.

#315 remains reserved / DO NOT MERGE until these prerequisites are genuinely ready.
