Summary

Recreates the CI path-filter change cleanly on top of current main after PR #17 was merged and the original stacked base branch was deleted.

CI now runs for

• include/**
• src/**
• tests/**
• benchmarks/**
• examples/**
• cmake/**
• root CMakeLists.txt
• vcpkg.json
• vcpkg-configuration.json
• .github/workflows/ci.yml

The same allowlist applies to pushes to main/master and pull requests targeting those branches.

CI no longer runs for documentation-only changes

Examples:

• docs/**
• README.md
• Markdown-only planning/API documentation
• repository metadata unrelated to the C++ build

Recovery note

The original PR #18 was stacked on top of refactor/src-layout. After #17 merged, that temporary base branch was deleted, so GitHub could not reopen/retarget #18. This PR is recreated from current main and contains only .github/workflows/ci.yml.

Keep required checks present for filtered pull requests

When a matrix job from this workflow is configured as a required branch-protection check, a pull request that changes only an excluded path (such as docs/**) skips the entire workflow, so GitHub leaves the expected check pending and the pull request cannot be merged. Keep the pull_request trigger unconditional and perform path detection within the workflow, with an always-reported gate job, so documentation-only changes can satisfy required checks without running the build matrix.
