It's time we finally draft a next Postgres Operator release. In common tradition this PR bumps the operator version everywhere, adds a new helm package and drops the oldest one (v1.10.1).
The migration docs are now referenced from the README and also listed in the TOC of the generated readthedocs page.
The default spilo image is also bumped to spilo-18:4.1-p2. We are currently discussing to tag another Spilo image to use p3 here.
