Update the protobuf submodule with JSON index definitions and prepare
ydb-proto-api1.9.7.The protobuf submodule points to the merged commit from ydb-platform/ydb-api-protos#83. Provides typed
GlobalJsonIndexfields needed for ydb-platform/ydb-java-sdk#756.
