Adds an optional deployment-layer MCP authorization boundary with immutable per-turn context. Tool discovery is filtered before schemas reach the harness, invocation is re-authorized, and dynamic call headers are validated and constrained. Includes regression coverage for static-auth precedence, malformed context denial, per-turn tool masking, and safe error handling.
