Per $subject, drop Python 3.9 and 3.10 before releasing 2.0.0. While here, we also bump the GitHub Actions versions, add testing for Python 3.14 and fix some ruff and YAML linting issues.

Commits:

  • Bump GitHub actions versions, add 3.14 testing
  • Drop Python < 3.11 support
  • Apply ruff format

We also fix indentation and other issues highlighted by yamllint and
switch to the official astral-sh/ruff action.

Python 3.10 is EOL starting next month [1]. Let's not release a new 2.0.0
release that includes this.

While here, we also drop wheel from the build-time dependency list: it's
not necessary since setuptools already drags it in [2].
