feat: switch public shell to OpenVibeCoding

Summary

• switch the public shell from CortexPilot to OpenVibeCoding across README, Pages/docs, dashboard, desktop, and shared copy
• restructure the contract and role desks so triage comes before raw detail / registry mirrors
• sync targeted tests and write back the Wave 3.2 task-board receipts
