Translate Conan Center libqrencode into fukuchi/libqrencode for the v4.0.0+ CMake contract, with relocatable pkg-config metadata.

The new Formula preserves the verified libqrencode CMake install and pkg-config consumer contract across the claimed range. I validated the fixed PR diff against LLAR 107a2d0ca6ed9524ccf465cf9449a8943afd1d3e, including v4.0.0, v4.1.1, default selection, static fPIC=OFF, shared builds, cache-hit testing, and the upstream release-candidate tags selected by the current comparator; all tested consumers compiled and ran successfully. versions.json also matches the module layout and passes JSON validation.
