Prepare the repository-owned stable v0.8.6 release state after the reviewed feature merge and verified TestPyPI development publication.
This PR updates release authorization metadata, renders the Towncrier changelog, pins the published GitLab example to toolkit 0.8.6, archives the completed repository plan, and advances the next development line to 0.8.7.
Tracked release issues: #153 and #155. The protected Release workflow owns immutable artifact publication, readback receipts, and issue closure after merge.
