Prepare VoidBar for open-source release

Summary

• rebuild the English and Ukrainian README as a clear product and contributor landing page
• add changelog, privacy, support, security, contribution, ownership, issue-form, and pull-request documentation
• run unit tests, the release app build, bundle validation, and localization validation in CI
• document all outbound services, local storage, and permissions without absolute privacy claims
• delay the IP-based weather request until the Weather tab is opened
• migrate Pomodoro completion alerts to UserNotifications and remove compiler warnings
• add missing Tasks and Preferences localization keys
• fix stale links in historical release notes

Repository metadata was also updated with an SEO description, relevant GitHub topics, and Discussions.

Impact

The repository is ready for public review with accurate privacy expectations and a clearer contributor path. The GitHub repository remains private until visibility is changed separately.

• swift test — 2 tests passed
• ./Scripts/bundle.sh release — succeeded without compiler warnings
• app bundle Info.plist, icon, English and Ukrainian localizations validated
• GitHub workflow and issue-form YAML parsed successfully
