build: drop arm64 from bake platforms - #405

The shared builder runs on an amd64 node, so the arm64 leg builds under QEMU and dominates release time. arm64 images are built natively on an arm machine until the builder grows a native arm node.

The shared kube builder's registered node runs on amd64; the arm64 leg was building under QEMU and dominating release time. Commented out until a native arm builder is attached; arm64 images build natively on an arm machine meanwhile.
