feat(radar): read dated follow-ups from .notes/radar-pending.md - #204

The radar now reads an untracked list of dated follow-ups and reports the ones due within 7 days, and any past-due item first, at the top of its Upcoming triggers. This is the durable backstop for session-only cron reminders: the Oct 21 to Oct 28 news checks (mailing digest, DIS result and its hold rule, Buffer pushes) survive the session that scheduled them. Session-only cron reminders disappear when the session ends. The radar now also reads an untracked list of dated follow-ups (.notes/radar-pending.md) and reports what is due within 7 days, or past due, at the top of Upcoming triggers.
Visual: none, because this changes a prompt file.
Verified with the real CLI that the existing Read rule (radar-*.md by absolute path) lets the session read radar-pending.md from an empty working directory.
