WPB-26202 [iOS] Create Gov edition build pipleline

Issue

• fix issues with passing secrets to workflow
• Add configuration option to playground workflow to use a different configuration. i.e Gov/AppStore. so it's uploaded to the Playground Testflight but with a different config.
• Updated Gov config (icon)
• Fix tests that run with the Gov config (No backend bundle)
