Partner Center requires a privacy policy URL for an app that handles personal information, and a clipboard manager plainly does. The policy says what the app actually stores and where, what it does not do, and what the user controls — all of it already true, and checkable in the source. Partner Center requires a privacy policy URL for the Store listing. This adds
PRIVACY.mdat the repo root so the listing can link to https://github.com/willkotheimer/Spool/blob/main/PRIVACY.md.It describes what the app stores (clip text, preview, timestamp, source app name), where (an SQLCipher database with a DPAPI-sealed key in the user's app-data folder), what it does not do (no network, account, telemetry, images), and what the user controls (pause, delete, clear, reset; sensitive-clipboard signals honored).
