Update the reusable Build Flow workflow from v0.2.1 to v0.3.1 and restore the existing toolchain checks. Frozen installation was failing because bun.lock still referenced older Biome, Node types, and TypeScript versions than package.json; synchronize those lockfile entries with the manifest's existing versions, keeping runtime dependencies unchanged.
Migrate biome.json to the installed Biome 2.5.11 configuration format, preserving the existing preset behavior and rule severities.
Validation: frozen install, lint, typecheck, build, and all 35 tests pass locally (85.23% line coverage). The complete hosted Build Flow run passes on d9cba44, including Node 22/24/26 validation, CodeQL, and the container-flow job. No credential or security-check settings were changed.
