🚀 release: promote complete issue and PR workflows

Promotes #9 from dev to main, making Clean Workflow coordinate the complete issue and PR cycle from one invocation.

• For PRs, gather context, wait for active bot reviews, run Clean Code Review, use Clean Coding to address validated feedback, and verify readiness.
• For issues, implement the scoped change, open the PR, and enter the same review/fix cycle.
• Resolve merge conflicts and restart affected checks. When confirmed conflicts prevent a required bot scan from starting, repair that prerequisite before returning to the scan gate.
• Update the plugin prompts and README examples while preserving explicit user limits and approval, merge, release, and deployment boundaries.

This release changes the coordinator, its PR lifecycle reference, README, and plugin interface text. Bundled specialized skills are unchanged: Clean Coding is still recorded at v1.0.0; its newer principles require a subsequent stable-release import.

Validation:

• Current dev matches the previously reviewed feature tree.
• All three Skill Creator validations, skill identities, relative Markdown links, JSON manifests/paths, and release diff whitespace checks passed.
• The feature review's bot/conflict prerequisite finding was fixed and its thread resolved; the repaired flow and control scenarios were checked.
• Installed-plugin execution and a live conflicting-PR fixture were not tested.

Merge using a regular merge commit, not squash, to preserve feature history for release automation. Merging triggers the repository's release workflow; opening this PR does not publish a release.
