Build the orchestrator system prompt from the tools the active persona actually has, so a read-only persona is no longer told to spawn sessions and wire pipes. Personas layered from the config now defer to keys the user spelled out under [orchestrator] and report what they declined to apply; a persona chosen at runtime overrides everything and survives an orchestrator restart. An unrecognized `approval` value gates instead of granting full autonomy, and is reported in chat and by `linkshell doctor`. Keep the in-flight message on screen in the planning pane while the turn runs, and stop the planning agent re-litigating the thread's scope root. Fix Claude permission dialogs never registering as WAITING: RUNNING no longer clears a pattern-detected dialog, only positive evidence that it is gone. Co-Authored-By: Claude <noreply@anthropic.com>
