Validate Tempo receive policy claimers

Adds client-side validation for Tempo receive policy claimers so explicit recovery authorities cannot be TIP-1022 virtual addresses, TIP-20 token addresses, or fixed Tempo system precompiles. Also exposes the TIP20 channel reserve address constant and includes it in the blocklist.

Tests:

• pnpm exec biome check --write --unsafe src/tempo/Addresses.ts src/tempo/actions/receivePolicy.ts src/tempo/actions/receivePolicy.test.ts
• pnpm exec tsc --noEmit --pretty false --incremental false

Not run successfully:

• pnpm test src/tempo/actions/receivePolicy.test.ts (Tempo test server setup failed before tests with HTTP 400 on eth_getBlockByNumber)
