fix: stabilize post-merge ci

Extends the existing undici override to the patched 7.28.0 range used by testcontainers, which clears the post-merge audit failure on main.

Moves getProof coverage from Base public RPC to the local Anvil mainnet fork. The test still covers default and EIP-1898 block hash calls without depending on a rate-limited public endpoint.
