Docs: sync 6 files with recent code changes

Updates documentation across 6 files to reflect recent code changes merged to main.

Changes:

• development/mcp.mdx — Expanded tool tables to the full 19-tool registry (added get_merchants, get_recurring_transactions, get_valuations, get_insights preview, record_valuation); updated descriptions for get_transactions, get_accounts, get_balance_sheet, and get_income_statement.
• llm-support.mdx — Updated ASSISTANT_MAX_TOOL_CALL_ITERATIONS default from 5 → 8; corrected worst-case timeout math (360s → 540s); added a note about the no-tools grace turn on the final round.
• guides/app-features/csv-imports.mdx — Added DD/MM/YY to supported date formats with a caveat about the 1969–2068 two-digit year range; added a matching troubleshooting entry.
• guides/app-features/budgets.mdx — Added a "Creating a budget without category allocations" section explaining the relaxed Save button behaviour.
• guides/app-features/statement-vault.mdx — Added a "Transaction reconciliation" section covering row-level matching, the ±2-day date window, the import summary dialog, provider-synced account support, and revert behaviour.
• features/recurring-transactions.mdx — Updated the "Mark as recurring" section to note that the button is disabled with an inline reason when a duplicate manual recurring transaction already exists.
