Overview

This PR removes the SharedBlockTitleGeneration feature flag and makes the share-block title generation setting, telemetry enablement, and title-generation request path available without the compile-time/runtime flag gate.

Concerns

  • This is a user-facing behavioral/UI change, but the PR description does not include screenshots or a screen recording demonstrating the Settings > AI toggle and share-block title generation behavior end to end. Repository review guidance requires visual evidence for user-facing changes.
