In generated auto configs use network cost of 200 which is based on observations from the IFT demo. Also switches condition analysis mode to CLOSURE_ONLY when dependency API is not available.
Pulls in updated feature registry.

Based on observed network overhead in the IFT demo. Also update to the latest IFT spec version which brings in an update to the default feature registry.
