Prepare octagonal-wheels 0.1.54 as a compatible patch release for corrected EventHub listener lifecycle behaviour.

Summary

• Set the package manifest, workspace lockfile, and generated library version to 0.1.54.
• Finalise the EventHub listener lifecycle changes under the 0.1.54 release notes.

Version choice

0.1.54 is a patch release because it fixes the existing abort-signal and disposer contracts, and adds backwards-compatible listener options to once and onceEvent.

Verification

• NODE_OPTIONS=--max-old-space-size=3072 npm run verify:workspace
• All workspace checks, tests, builds, Harness build, dry-run package inspections, and packed-consumer checks passed.
• The Octagonal Wheels browser suite passed 983 tests, and its Node suite passed 4 tests.
• The dry-run package contains the expected licence, README files, compiled dist files and maps, package metadata, guide, and update notes. Tests, Harness files, and repository-private files are excluded.
• npm currently reports 0.1.53 for both latest and next; 0.1.54 is unpublished.

Platform limits

Real Obsidian validation was not run because this change affects the neutral EventHub contract rather than Obsidian UI or platform integration. Browser, Node, workspace-consumer, and packed-package coverage passed.
