Support vp pm licenses list #3035

Add vp pm licenses list to inspect licenses of installed dependencies without invoking the package manager directly.

Delegate to:

• pnpm: pnpm licenses list
• Yarn Classic: yarn licenses list
• Bun: bun pm licenses

npm and Yarn Modern have no equivalent built-in command.
