feat(eve): add source editing dev flag

Description

Adds the local-only eve dev --allow-source-editing capability grant. The CLI injects the framework-owned editing subagent without scaffolding authored files, preserves the capability across rebuilds, and avoids duplicate injection when an authored editing subagent already exists.

The sandbox resolver also handles the framework-owned editing backend directly, so authored editing agents do not require a project-authored module namespace.

This PR completes the local development entry point on top of #1398. Hosted builds do not receive the capability.
