chore: add CI and dependency maintenance

Repository hardening

• Adds stack-compatible CI using the scripts and package directories already defined by this repository.
• Adds monthly grouped dependency updates with a conservative pull-request limit.
• Uses read-only workflow permissions and cancels superseded CI runs where a new workflow is introduced.
• Keeps all changes on this review branch; no protected/default branch was changed directly.

Current verification

✅ New CI passes.

Before merging

• Review the workflow paths and commands against the project structure.
• Resolve or explicitly accept every failing/absent check listed above.
• Merge only when the repository owner is satisfied with the baseline.
