docs: add executive technical review and roadmap

Motivation

• Provide an executive-level assessment of the repository (architecture, migration state, risks and recommended roadmap) to inform hardening and operational readiness decisions.

Description

• Add EXECUTIVE_REVIEW_REPORT.md with a concise analysis of the codebase (stack versions, app wiring, CosmWasm integration), prioritized risks (notably IBC capability handling in app/keeper_adapters.go and adapter error semantics), a 30/60/90 day remediation plan, and maintainer questions to guide next steps.

Testing

• This is a documentation-only change so no code-modifying unit tests were required; I attempted to run go test (go test ./x/wasm/types -run TestParamsValidate and go test ./app/...) but the runs timed out in this environment, and git add/git commit completed successfully.
