Adopt published rtichoke_viz v0.20.0 in Python consumer

Upgrade vendored rtichoke_viz from v0.19.0 to published immutable v0.20.0 (archive SHA-256 9a89356ffa5e72de3526f343960ad21bbc57475a3515748d846cbd447dee17d1, commit 15e9712686650e23d3c79ddea99892bc5836f5e4).

Key changes:

• Vendor published rtichoke_viz v0.20.0 assets and update provenance in VENDORED_FROM.
• Synchronize active version, archive, and checksum pins in test_rtichoke_viz_vendor.py and python-package.yml.
• Add browser acceptance tests in test_summary_report_browser.py and test_summary_report_times_browser.py verifying static "Confusion Matrix" disclosure, time-dependent "Estimated Confusion Matrix" disclosure, and suppression when confusion matrix values are missing.
• No changes to Python statistical computations, PerformanceTableSpec schema builders, or public APIs.
