Adds create_summary_report_times() to rtichoke public API and summary_report module. Builds ReportSpec v1.1 browser summary report with Calibration, Discrimination (Threshold & PPCR), Utility, and Performance Tables, while intentionally omitting prevalence, time AUC, and ROC. Includes comprehensive unit, structural, and headless browser acceptance tests.
