Adopt time-dependent conventional Decision Curve browser rendering from immutable rtichoke_viz v0.9.0.

Summary of changes:

  1. Vendored rtichoke_viz v0.9.0 release artifact and verified SHA-256 provenance.
  2. Implemented canonical time-dependent Decision Curve v2 spec builder (_decision_curve_times_v2_spec_from_performance_data) with stable evaluation IDs across horizons, series per evaluation × horizon carrying series.horizon, global Treat None, and population_horizon Treat All references.
  3. Added renderer="plotly" default to create_decision_curve_times(), supporting "browser" and "rtichoke_viz" opt-in for conventional decision curves and rejecting interventions avoided in browser mode with a descriptive ValueError.
  4. Added comprehensive unit tests and Playwright headless browser acceptance tests.
